VCRS 0.1.0-beta.2. Draft for consultation. Not legal advice. Law as read on <date>.

1. The regime
-------------

The instruments, with their official reference and the version read. Who may bring a collective action, and on what terms.

2. Who is bound, and how they join
----------------------------------

Opt-in or opt-out, for residents and for non-residents. The act of joining: its form, where it is filed, its deadline, whether it can be withdrawn. Who holds the list: the representative, a court registry, a state portal. Who is bound only on an opt-in, people abroad (`opt_in_abroad` in the annex JSON), residents (`opt_in_residents`) or both, and whether the opt-in must carry a declaration on parallel claims (`parallel_declaration`). Whether people opt in during a window the court sets after the appointment (`opt_in_window`), what the export's `opt_in_opened_on` and `opt_in_closed_on` hold here, and the channel the law names for an opt-in (`opt_in_channel` in the annex JSON), which a channel the court sets, stated in the export, replaces.

3. When the register is tested
------------------------------

The stage or stages at which a court or an administrator looks at the register (filing, admissibility, hearing, judgment, joining after judgment, distribution), what each stage asks of it, and the reference date the register states for each.

4. Required items
-----------------

A register that claims a level in this jurisdiction meets every item, in two tables.

### What the law requires

Each item a statute or a published ruling here holds, mapped to the core section it tightens or fills. Every item cites the article or the ruling, with its paragraph, and quotes it in the original language.

| \# | Item | Core | Source |
|---|---|---|---|

### What this standard requires

Each item the standard asks beyond the law, with the case law that gives the reason. Leave the table out where there is none.

| \# | Item | Core | Reason |
|---|---|---|---|

5. Recommended items
--------------------

Good practice here beyond what the law holds, with the reason.

6. Recognised identification
----------------------------

The schemes that count as recognised for grade A (core 4.4), beside notified eIDAS means, and the register checks that count as a source outside the person for grade B (core 4.3). These also go in `.json`.

7. The level a typical action needs
-----------------------------------

Which core level a damages action here is likely to need, and when a higher one is worth its cost. A recommendation, not a court's rule.

8. Unsettled
------------

What the courts or the legislator have not decided, and what could move this annex.
