What we hold to

  Nobody signs in.

 The site has no accounts and asks for nothing about you. It sets no cookie of its own, and counts visits without one. 

 The form's answers stay in your browser.

 The self-assessment form sends nothing to the site. What a board answers there stays in that browser until it is cleared. 

 VCRS gives no legal advice.

 It describes a register and the check that goes with each level. What the law asks of a register in a given action is for counsel and, in the end, a court.
